PURPOSE:Tp prevent the delay of a process response time, and to attain the distribution of a load on a host computer, by providing an appropriate value for the load on a line connected to the host computer, and outputting a guide message connecting to another host, in addition to connection impossibility, to a terminal equipment when a connection is impossible. CONSTITUTION:A connection request from the terminal equipment to the host computer is received at the first communication control part 2, and is sent to a terminal control part 3, and the capacity of the line connected to a connection requesting original terminal, and the appropriate value of the load on the line connected to a connection requested host are read from a line data storage part 4, and those data are sent to a line capacity supervisory part 6. The supervisory part 6 reads the load status of the line connected to the connection requested host at that time from a line load storage part 7, and finds the load on the line when the connection requesting original terminal equipment is connected, and compares it with the appropriate value of the load on thc line. And the supervisory part 6, when deciding the connection as impossible, reads the load status of the line connected to another host from the line load storage part 7, and extracts a host to which the connection requesting original terminal can be connected, and on which the minimum load is applied, and outputs a bit of information regarding the host to the connection requesting original terminal with a connection impossible signal from a user guidance part 5 through the first communication control part 2.
