PURPOSE:To select a path less in the number of incomplete connection with priority even when a part of an exchange network is in failure or in congestion in applying path selection by providing a path list as a storage area recording the result of connection by called stations and by paths to an exchange station. CONSTITUTION:In receiving called party information from a caller, recognizing a called station 2 of #N and deciding the requirement of path selection as call connection, an exchange station 1 calls the called station #N from a path list RTTB to retrieve the result of connection of paths d, a, b. The exchange station 1 decides a path having less incomplete connection number from the result of connection to execute call connection. When the connection result is successful, the list RTTB is called, and the incomplete connection number of the selection decision path to the called station 2 is 0, the processing procedure is finished, and when no 0, a counter is decreased by 1, and the procedure is finished. When the connection is unsuccessful, the exchange station 1 decides the busy state of the called party, and when busy, the step 6 is taken, and when no busy, the RTTB is called, the number of incomplete connection call of the selection decision path to the called station 2 is increased by 1 and the processing procedure is finished.
