PURPOSE:To clear all the invalid picture data immediately before the writing of a correct data by clearing the data stored in an output buffer circuit at the timing of a non-effective area during reading a picture. CONSTITUTION:A picture data read by a picture reading means 60 such as CCD, is converted to a digital data by an A/D converter 61, and supplied to a shading correction circuit 62. The shading-corrected signals are transferred to a picture processing circuit 2, where they are subjected to an enlargement/ reduction processing based on a specified magnification signal. Thus processed data undergoes a binarization circuit 23, and temporarily stored in the output buffer circuit 90. The read/write timing of the circuit 90 is set based on the magnification signal. Also, the circuit 90 is cleared in its non-effective area at the time of reading a picture from it. As a result, only the substantially valid picture data is accumulated in the output buffer.
