PURPOSE:To surely fix a lining material with welding to a base metal by burying the same material as a lining material or the burying member of the material easily weldable with the lining material on the surface of a base metal and by performing a plug weld by piercing a hole on this burying member. CONSTITUTION:Plural burying members consisting of the material easily weldable with a lining material 4 or same material as the lining material 4, for instance, flush bolts 8 are buried by the mechanical means of a screwing, etc. in a preset screw hole for the surface of the pipe plate 6 of the base metal. Plural holes 9 which are plug-weldable at the same position as the position of the flush bolt 8 of the burying member buried in the pipe plate 6 are pierced on the lining material 4 as well which is to be lined on this pipe plate 6. The lining material 4 is fixed to the pipe plate 6 by welding simply and surely, by performing a plug weld as shown by W respectively of each hole 9 and the head part of the flush bolt 8.
