PURPOSE:To enable the execution of a damping force test on various speed conditions with only one tester, by arranging a motion conversion means to make a mobile bracket reciprocate at least two kinds of speeds with the action of a built-in cam mechanism. CONSTITUTION:As a driving source 26 is operated to move a mobile bracket 23 vertically, a hydraulic buffer 1 performs an expanding-contracting operation at two kinds of speeds. This expanding-contracting action works on a stationary bracket 21 from a piston rod 2 and the displacement of the stationary bracket 21 by this force is converted into an electrical signal with a loadcell 9 to be processed with a detection circuit 43. With the action of a cam 38 of a motion conversion means 28, the rotary motion is converted to an oscillating motion of an oscillatory shaft 29. With the oscillating motion thereof, the mobile bracket 23 moves vertically at a varying speed of V1, V2, -V1 or -V2 during the one cycle of displacement of a cam shaft 37. This enables the finding of a damping force of the hydraulic buffer 1 at such varying speeds.
