PURPOSE:To fold a number of rolling starting paper piece parts at a same time by absorbing the rolling starting paper piece part of a paper sheet for forming rolls into a bias and carrying out the folding-back by using the absorbing part as a fold forming part and maintaining the folded-back state by absorbing the top edge of the folded-back part. CONSTITUTION:When a roll 4' is to be manufactured, a cut line 1 is worked onto the original roll 11 of tissue paper which is driven out from an original roll coil 10 by a cut-line working device 12, and cut into a long piece form by a cutter 13, and the first paper piece part 2 of the tissue paper 3 is folded into a prescribed form by a folder 14 and then taken up onto a taking-up device 15. The folder 14 is constituted of a folding-back device 16 for folding back a rolling starting paper piece part 2, fold forming device 18 for forming the folds 17 in bias form onto the folded-back rolling starting paper piece part 2, and a return preventing device 19 for preventing the return of the folded-back rolling starting paper piece part 2. Therefore, the rolling starting paper piece parts 2 of a number of paper sheets for forming rolls can be folded at a same time, and manufacture can be facilitated.
