PURPOSE:To improve processing efficiency by recurrently tracing a cell kept at volatile state and having a reference counter other than '0' until the state of the cell referred by the cell is released from the volatile state and recovering the cell having the reference count of '0'. CONSTITUTION:When a gate 2 is opened, the index information of a cell newly formed during the execution of a program and a cell having a reference count of '0' is registered in a zero count table 10 through an external register 100 and '1' is added to an index register by an adder 11. The value of the register 12 is compared with a constant value in a register 13 by a comparator 14, and when both the values coincide with each other, a coincident signal is sent to a controller 1, the controller 1 starts to operate and the gate 2 is closed. The cell setting up its reference count to zero once during the period from the time when the value of the register 12 is turned to '0' to the output of the coincidence signal to a trigger line 101 is registered in the table 10 on the basis of index information. The cell is recurrently made non-volatile.
