PURPOSE:To decrease the influence of a power source voltage change and a temperature change by recording the information only at an effective picture area at the time of recording and time-division-multiplexing the information of an effective picture area and the information of a blanking area read from memory media at the time of reproduction. CONSTITUTION:By the first AD converter 4a, the information of an effective picture area only is analog-digitally converted. By the second AD converter 4b, the information of a blanking area is analog-digitally converted. By the first AD converter 4a and a digital memory 5, a recording means 100 is constituted, by a blanking level setting circuit 17 and the second AD converter 4b, a blanking signal generating means is constituted and by a signal selector 18 and a DA converter 6, a reproducing means is constituted. By using these, the information of the effective picture area and the information of the blanking area are time-division-multiplexed in the condition of a digital signal.
