PROBLEM TO BE SOLVED: To prevent an eyesore display in the system where a video image displayed on a monitor adopting a 1st scanning system is picked up by a TV camera adopting a 2nd scanning system and displayed. SOLUTION: A multiplier 5 multiplies a coefficientα(0<α<1) with an output of a TV camera 2 employing a 2nd scanning system and the product is given to one input of an adder 6, in which it is added with other input. An output of the adder 5 is given to a 1-frame memory 4, a multiplier 7 multiplies a coefficient (1-α) with an output by one frame and the product is given to the other input of the adder 6 as a feedback input. Thus, the output of the TV camera 2 is averaged to prevent an eyesore display.
