PURPOSE:To restrain variations in the drum level of a waste heat recovery boiler to aim at stably starting a combined plant including a gas turbine and a steam turbine, by stabilizing the pressure of steam fed from the boiler into the steam turbine during start of the combined plant. CONSTITUTION:In a combined plant comprising a gas turbine 1, a steam turbine 3, a waste heat boiler 2 for generating stream by means of exhaust gas from the gas turbine 3, a steam turbine 3 driven by the stream and a generator 4 driven by the turbines 1, 3, there is provided a turbine bypass valve 7 for direct recovery of steam into a condenser 5 to bypass the steam turbine. A control device receives a signal from a pressure transmitter 8 for detecting the pressure of steam at the inlet of the steam turbine, and adjusts the opening degrees of a stream governing valve 6 and the turbine bypass valve 7 during starting the plant so that the pressure of the stream is maintained to be constant, thereby it is possible to restrain variations in the drum level of the waste heat recovery boiler 2.
