PURPOSE:To operate stable with a small-scaled device by delaying an input picture signal in the vertical direction, sorting and supplying the outputs of the respective ones of plural horizontal signal processing circuits to two adding circuits, and switching the outputs of the adding circuits corresponding to the sampling phase of a line offset sub-sample. CONSTITUTION:A sub-sampled input picture signal (a) is delayed 1-4 in the vertical direction and subjected to arithmetics 24 and 25, then supplied to the plural horizontal signal processing circuits 60-62 that respectively have two signal-outputs. The circuits 60-62 respectively execute an arithmetic operation of the band on the right side of a transmitted sampling point and that of the band on the left side of the said point. The outputs of these circuits 60-62 are sorted in two lines, then added with each other 30 and 31. The outputs of these two adding circuits 30 and 31 are switched by means of a signal corresponding to the phase of the sampling. As a result, the size of circuit scale is reduced, and the operational speed required of circuit elements is also reduced.
