The present invention relates to a device for creating a reciprocating or rotary movement (according to the assembly). The use of the force of this movement may be applied to various uses (preferably electrical energy). It is known that any body immersed in a liquid receives from this liquid a vertical upwards thrust equal to its volume (Archimedes' principle). This thrust exists permanently whether there is a body or not, and brings any body foreign to this liquid to a state of equilibrium. The device according to the invention makes it possible to use this permanent thrust by breaking this equilibrium using a mechanical or electro-mechanical system employing an assembly of two or more vertically opposed pulleys in the direction of thrust the system being fastened by a drive mechanism, which movement is itself integral with one or more elastic volumes which can vary according to their position in the liquid. This variation in volume is produced by means of any gas. The gas will be inlet or discharged on either side of the volumes in question.
