PURPOSE:To output a picture excellent in quality even when the amount of incident light drastically changes by switching the driving pulse of an inter line charge coupled device solid-state image pickup element IL-CCD during a period in which a video signal is not outputted. CONSTITUTION:When the IL-CCD 3 is switched from the normal shutter mode to the high-speed chutter mode, a fade-in/out circuit 32 is made fade-out and not output a signal supplied from an adder 6. Accordingly, the output level of a driving-pulse switching signal (b) changes, and the driving pulse outputted from a CCD driving part 2 shifts from a driving pulse for normal shutter mode to a driving pulse for high-speed shutter mode, hence the IL-CCD 3 operates in the high-speed shutter mode. As a result, a video signal is made stable so that the deterioration of a picture to be caused by blooming due to the drastic change of the amount of light incident to the solid-state image pickup element at the time of switching the shutter speed, or that caused by a poor response of an auto iris mechanism, can be prevented from occurring.
