PURPOSE:To attain the efficient maintenance operation by centralizing the maintenance and operation of an exchange in data exchange. CONSTITUTION:When operating information A is inputted to a high-order packet exchange 4 from a maintenance operation control terminal equipment 6, the high-order packet exchange 4 references a transmission destination exchange address part 11 in the operating information A and a routing memory 5 to identify whether the operation information is addressed to its own exchange or to other exchange. When the operating information A is identified to be addresses to its own exchange, an address of a maintenance operation execution function section 7 is indexed from the destination exchange address part 11 in the operating information A and further, a maintenance operation executing function section 6 of the own exchange station requested from the information in a maintenance operation write information setting section 15. The started maintenance operation execution function section 6 executes the write in a maintenance operation information memory and the execution result is set to an execution result signal section 26 of an operation result information B. The operation execution result information B is sent to destination packet exchanges 4, 10 set in a destination exchange address 21 via a line 9.
