PURPOSE:To obviate the exfoliation of a hard coating layer of the titled member ad to maintain excellent cutting performance for a long period of time by roughening the surface of a sintered hard alloy base body and forming a metal remove layer of which the essential component consists of a hard phase forming component to constitute the above-mentioned base body onto said surface down to the specific depth from the surface. CONSTITUTION:The sintered hard alloy base body consisting of a WC sintered hard alloy, etc., essentially consisting of WC, etc., as the hard phase forming component and contg. CO, etc., as a binding phase forming component is subjected to an immersion treatment for adequate time in an aq. nitric acid soln., etc., to roughen the surface of the above-mentioned base body. The metal remove layer (de-Co layer in this case) of which the essential component consists of the hard phase forming component to constitute the base body is formed on the surface of such base body down to 1-5mum depth from the surface and the ordinary hard coating layer is formed by a chemical vapor deposition device, etc., onto the surface of the base body, by which the titled member is obtd.
