PURPOSE:To attain recovering processing of a fault processor and to shorten an average fault recovering time even when the connection with a high-order is broken while the single control function of a system by placing a control device to execute the fault recovering processing of a processor, and placeing a relaying device to relay processor control information with a high-order processor directly. CONSTITUTION:A control device PMj to control a (j) step of the processor analyzes the fault information, when an initial load is judged to be unnecessary, the device instructs directly a low order fault processor to execute the fault recovering processing which is not accompanied by the initials load and relays the processor control information through the (j) step of a relaying device Tj to a collecting device CC in order to make a system control single. The PMj, when the initial load is judged to be necessary, relays the fault notice through the Tj to the CC and accelerates the initial load. The CC to receive the fault notice loads an initial load file B through an initial load file control device BC via T1, T2...Tj, PMj to a fault processor and executes the fault recovering processing.
