PURPOSE:To prevent the deformation of a paper tube reinforcing base, by making a pressing force to a wound paper in an axial direction smaller while keeping a braking force. CONSTITUTION:Compressed air for driving an air motor 15 is supplied to the air motor 15 through a pressure supply source 20, a compressed air supply line 24, a 1st pressure reducing valve 19, a 1st three way valve 18, a 2nd three way valve 27, and a shaft end holder advancing compressed air supply line 16 to drive the air motor 15. The rotation of the air motor 15 is transmitted to a pinion 12 through a worm 14, a worm wheel 13 so that the pinion 12 rotates and a casing 7 advances against a spring 6 through a rack 11 and a shaft holder 5 engages with a paper tube 2 so that a wound paper 1 is rotatingly supported by the shaft holder 5 and a shaft end holder 4. Then, the 1st three way valve 18 is switched and compressed air is supplied to the air motor 25 from the pressure supply source 20 through a shaft end retreating compressed air supply line 17.
