A substructure consisting of a travelway (1) and at least one vehicle (2) which is transversely guided in a mechanically positive fashion on the substructure provided. The said vehicle (2) has bearing wheels (3) without wheel flanges and lateral guide wheels (4) arranged on each side of the vehicle and has an internal combustion engine as drive. In order to permit noise-free and exhaust gas-free travel at least in a section of the travelway, in particular in the section which goes through a tunnel, a pipe (6) which is provided with a longitudinal slot (7) is arranged in the substructure of the travelway (1) and in the said pipe (6) at least one towing vehicle (8) which can be driven by an electric motor (9) and has a current collector (10) is accommodated, the said towing vehicle (8) also having bearing wheels (3) and lateral guide wheels (4) and current rails (11, 12, 13, 14) which are secured on insulators (21) and have the purpose of providing electrical energy. An arm (19) which is guided through the longitudinal slot (7) of the pipe (6) and can be coupled to the vehicle (2) is arranged on the towing vehicle (8). <IMAGE>
