PURPOSE:To prevent an electric power supplying terminal from being welded, or a device from being damaged by providing a control means which controls the device, when the first operating power is supplied normally, so as to supply the second operating power directly from the second power supplying means to a portable recording medium. CONSTITUTION:When a short-circuit due to a foreign matter is generated between contacts 27a and 27h, a current is limited with a current limiting circuit 47, thereby the contacts 27a and 27h being protected. Due to the short circuit between the contacts 27a and 27h, a voltage between the contacts 27a and 27h goes to an abnormal value, and it is supervised with a voltage detection circuit 51, and a detection signal Sd which represents voltage abnormality is supplied to a control part 31 and the second power supply circuit 45. As a result, the control part 31 does not perform a control to operate the second power supply circuit 45, and the second power supplying circuit 45 itself is not operated with the detection signal Sd from the voltage detection circuit 51. Therefore, no operating voltage from the second power supplying circuit 45 to an IC card through the contacts 27a and 27h is supplied any more, and as a matter of course, no excess current is generated. In such a way, the power supply terminal is prevented from being welded, and the device is prevented from being damaged.
