PURPOSE:To enable the control of an internal-combustion engine to be carried out at low cost without using an intake air temperature sensor and without retarding the start of the control, by carrying out the operating control of the engine corresponding to the intake air temperature being presumed based on the temperature of the engine and a passing time after the starting of the engine. CONSTITUTION:In an ECU 5, a passing time after the starting of an internal-combustion engine 1 is detected, and the temperature of the starting time is detected from a water temperature sensor 12. The intake air temperature of the engine is presumed based on these detected results. Thus, in case that the intake air temperature of the engine is presumed to be a relatively high value, or presumed to be a relatively low value, if the water temperatures of the engine are higher than respectively different prescribed values, a duty value which controls the actuation of an electromagnetic three way valve 25 is determined corresponding to the deflection between a valve opening instruction value determined corresponding to the revolution number of the engine and the absolute pressure in an intake pipe and the detected value of the valve opening from a valve lift sensor 28. Thereby, the condition of the starting of exhaust reflux control is changed based on whether the intake air temperature of the engine is a low value or not.
