PURPOSE:To prevent the occurrence of water hammer, by a method wherein the trip of a circulating pump is detected, and a vane angle is controlled according to a flow rate and a number of revolutions value. CONSTITUTION:A detecting device 21 for the trip of circulating water, a flow rate detecting device 22, and a number of revolutions detecting device 23 are provided, and each of signals therefrom is inputted to a computing control device 24. The vane angle of a pump is controlled by the computing control device 24 so that the vane angle is so adjusted as to minimize the pressure loss of the pump. This constitution enables prevention of the occurrence of water hammer by controlling the vane angle so as to prevent reduction of the pressure of a circulating water system during trip of the pump reduction of the planning pressure of the circulating system, and reduction of an equipment cost.
