PURPOSE:To keep water levels of distributing reservoirs equal to one another by adjusting the degree of opening of an inflow valve in accordance with the water level of the distributing reservoir. CONSTITUTION:Water is supplied to distributing reservoirs 1-3 through inflow valves 4-6 respectively, and degrees of opening of inflow valves 4-6 are controlled by motors 7-9 to control the quantity of inflow. Water level measuring circuits 16-18 measure water levels of distributing reservoirs 1-3, and measured values are applied to a water level discriminating circuit 19. The water level discriminating circuit 19 discriminates water levels of distributing reservoirs 1-3 in accordance with water level measured data of water level measuring circuits 16-18 and generates such control signal that the quantity of water supply to the distributing reservoir having a higher water level is reduced and that to the distributing reservoir having a lower water level is increased, and this control signal is given to control circuits 10-12.
