PURPOSE:To make it possible to reduce the cost of the title apparatus by reducing the number of relays and cables, by providing a conversion means for inputting a charge rate setting signal of a binary code and determining the charge rate corresponding to said code to output the same. CONSTITUTION:The setting switch 2' of an operation panel 3 is operated and contacts (a)-(d) are selectively turned ON/OFF by the binary code corresponding to an intermittent charge rate desired to be st. By this method, the contact signals of excited relays 5a-5d are inputted to input terminals A-D corresponding to decoders 6 to generate output from the output terminal corresponding to a set charge rate. When a microcomputer is used in the control part of a control panel 1, the contact output of the relay 5 of the control panel 5 can be inputte to an input/output port as it is and, therefore, the decoders 6 become unnecessary. As mentioned above, because the charge rate set value is converted to the binary code, the number of signal wires are reduced to a large extent.
