PURPOSE:To obtain a rolling roll which has an adequate rough surface and is subjected to shot dulling by subjecting the rolling roll to a softening treatment then to shot dulling followed by a laser heat treatment. CONSTITUTION:The roll is subjected to shot dulling in the state of subjecting the roll to the softening treatment, by which the ruggedness of prescribed depth is quickly and easily provided to the surface. A gaseous CO2 laser beam which is made impulsive is irradiated on such surface by using a mechanical chopper to heat-treat the surface, by which the shot dulled surface is hardened.
