PURPOSE:To simplify and miniaturize the structure of equipment by constituting to mix high viscosity heavy oil and low viscosity heavy oil to adjust the viscosity of the mixture to a predetermined value and to charge the mixture into a fuel storage tank. CONSTITUTION:High viscosity heavy oil is led from a pipe 31 to a blender 32 to be mixed with a low viscosity heavy oil supplied from a low viscosity oil tank 33 to be adjusted to a predetermined viscosity. Next, the mixture is charged into and stored in a fuel storage tank 2. In this case,the inside of the tank 2 is, if required, heated. The fuel in the tank 2 is transferred to a settling tank by means of a pump 4. The fuel stored therein is heated by a heating coil 17, and when its moisture and sludge are removed, it is transferred to a daily use tank 15 through a heating device 10 and a cleaning machine 11 by a pump 9. It is heated 16 in the tank 15 and sent to an engine 23 by a high pressure pump 20. With this constitution the device can be made small and its structure simple.
