PURPOSE:To produce chlorine stably over a long period in high efficiency, by using a chromium oxide catalyst produced by precipitating a trivalent chromium salt with a basic compound and calcining the resultant chromium hydroxide and specifying the molar ratio of oxygen to hydrogen chloride. CONSTITUTION:A basic compound such as ammonia water is added to an aqueous solution of a trivalent chromium salt such as chromium nitrate and the precipitated chromium hydroxide is calcined at about <800 deg.C obtain chromium oxide, which is pulverized and used as a catalyst. Hydrogen is produced by introducing hydrogen chloride and oxygen gas into the catalyst. The reaction is carried out at 300-500 deg.C at an oxygen/hydrogen chloride molar ratio of 0.25-1.0. The process enables the use of the chromium oxide catalyst in high space velocity and conversion while keeping the catalytic activity over a long period.
