PURPOSE:To make transmission very high in suppressing effect of low frequency component by making sub-information data generated from main information data discontinuous arrangement at the time of transmission. CONSTITUTION:Column data stored in a memory 18 are read in order by an address control circuit and inputted to an outside code error detecting and correcting circuit 20. The circuit 20 detects errors of data of column read out from the memory 18 by using outside codes and corrects the errors. The data for which error detection and correction are performed by outside code are stored again in the memory 18. After the data for which data detection and correction are made by inside code and outside code are stored in the memory 18, reading address is controlled to make the data read out in order of data of row. Data thus read out are decoded to reproduced picture image data by a mapping decoding circuit 21.
