PURPOSE:To obtain a stable picture having no irregular color and no influence of a temperature characteristic by providing a digital time base collectors (T, B, C) of constitution for resetting a memory address by a horizontal synchroniz ing signal (Hsync) in a luminance signal processing system and a chrominance signal processing system to widen a skew correction range and providing a digital chromatron in the chrominance signal processing system. CONSTITUTION:The output of a rotating head is sampled in a frequency of nXfH by an A/D converter, in the luminance signal processing, the Hsync is separated by a horizontal synchronizing separation 56, thereafter, the address control circuit of T, B, C 35 is reset by this Hsync, thereby, a picture having no skew is obtained. In the T, B, C of such type, as a CCD, the movement in a non-linear area is reduced in comparison with the case the frequency is converted to correct the time base since the time itself is corrected and the skew correction range is widened. In the chrominance signal processing, equally to the T, B, C of the luminance signal processing, the time base is corrected and the irregular color due to the turbulence of an APC is corrected by passing through the chromatron 49.
