PURPOSE:To reduce power consumption and to speed up the rise of potential of an external power supply at the ON of the power supply by rising the potential of a reference potential point prior to the rise of potential of an inner power supply at the ON of the external power supply. CONSTITUTION:When both the potential values of the inner power supply 9 and the reference potential point 9b exceed any one of the maximum potential or the minimum potential of the external power supply 1, an AC power supply 40 can be stopped by a signal applied from the outside and a main potential generating circuit 11a charges the inner power supply 9 with an output based on energy generated from the AC power supply 40. At the ON of the external power supply, the potential of the reference potential point 9b is changed prior to the potential change of the inner power supply 9, the potential of the inner power supply 9 is compared with that of the reference potential point 9b by a differential amplifier circuit 20, and when the potential of the power supply 9 exceeds that of the point 9b, the AC power supply 40 is stopped. |
