PURPOSE:To manufacture a simulated frozen sea in which thickness of ice is roughly uniform, by cooling the inside of a laboratory to below the freezing point, removing a thin ice on the surface of the water, and thereafter, forming an icy layer of an ice-forming nucleus of the surface of the sea by atomizing water, and subsequently, supplying alternatingly a cold blast. CONSTITUTION:A water tank 3 in which water 4 has been put is provided on the bottom part in a laboratory 2 constituted of a insulated structure chamber body 1. In this state, first of all, a high speed cold blast is supplied into the laboratory 2 from cold blast supply devices 14a, 14b and it is cooled to -10 deg., and a thin ice is generated on the surface of the water. Subsequently, the supply of the cold blast is stopped, the thin ice is removed, and thereafter, a layer of an ice-forming nucleus is formed on the surface of the water by atomizing water from a nozzle 5 of a water spray device 8. Next, a low speed cold blast is supplied alternately from the cold blast supply devices 14a, 14b and the laboratory is cooled to -15 deg., and when ice becomes thick, the laboratory is cooled to -21 deg. by supplying a high speed cold blast. In this way, a uniform icy layer 26 is formed, it is formed to a suitable ice thickness by raising a temperature, and thereafter, an ice-breaking experiment, etc. are executed by running a ship 25.
