PURPOSE:To enhance the collection efficiency of fine particles by promoting the ionization thereof, by providing a means for forming an unequal electric field and a magnetic field and a dust collection means for forming an equal electric field and a magnetic field in a case having an air inlet and an air outlet. CONSTITUTION:Air introduced into an air inlet 1a by a blower 2 enter between a charge means 3 and each charge electrode plate 3a. Herein, charged or polarized particles receive the action of a magnetic field with respect to a speed component in a direction at a right angle to the magnetic field to receive ionizing and polarizing actions. Further, the fine particles receive the action of an unequal electric field to be ionized and air containing the ionized the particles subsequently enters between the dust collection electrodes 5a of a dust collection plate 5. Because an equal electric field and a magnetic field are formed between the dust collection electrode plates 5a, the ionized fine particles receive force moving along the electric field and fine particles having polarity corresponding to that of the dust collection electrode plates 5a are collected.
