PURPOSE:To avoid the generation of a noise of a high frequency power source, and also to prevent the consumption of an electrode by heating by itself a non-consumable electrode being an electric conduction heating electrode, through a heating power source, and igniting an arc electric discharge against a working object material or other electrode. CONSTITUTION:A filament 10 having at least two terminals is used as a nonconsumable electrode, and placed in a torch 7 having a shield cap 6. Through said shield cap 6, a shield gas consisting of an inert gas is supplied to the tip of said filament 10, and an arc electric circuit formed by connecting electrically an arc power source 1 to the filament 10 and a base metal 3 is turned on. At the same time, a filament heating electric circuit 11 formed by connecting electrically a filament heating power source 9 to two terminals of said filament 10 is turned on. In this way, the filament 10 is heated by itself by Joule heat, an arc electric discharge is ignited between the filament 10 and the base metal 3, and an arc working of the base metal 3 is executed.
