PURPOSE:To prevent the deterioration in picture quality, by using the 2nd moving picture signals which can gradually widen a new picture area in a picture with the lapse of time against inputted 1st moving signals as input signals. CONSTITUTION:When the content of a picture to be encoded is largely different from that of the preceding picture, 2nd moving picture signals which can gradually widen a new picture area in the picture with the lapse of time against inputted 1st moving picture signals are used as input signals. When, for example, the picture N is encoded at the N-th picture time and the content of the picture is largely changed between the N-th and (N+1)-th picture times, the content of a frame memory is rewritten to bring the picture (N+1) to the (L+X)-th line and rewriting of the frame memory is stopped to the lines after the (L+X)-th line and the previous picture is held. Therefore, the decoded picture (N+1) is held by the lines above the (L+X)-th line and the content of the previous picture N remains on the lines below the (L+X)-th line. Therefore, deterioration of picture qualities which are eyesores of pictures is smoothly switched and a fine encoding mode can be applied to an encoding area. Accordingly, decoded pictures of high picture qualities are obtained. |
