PURPOSE:To attain the efficient transmission of character information by selecting either the high speed mode or the low speed mode in response to the characteristic of a transmission line or information quantity of a character so as to apply transmission control of character information. CONSTITUTION:An image scanner 11 reads picture information and when a character code is read, a character code memory 12 reads the character information corresponding to the character code. When either picture information or character information is stored once in a memory 14 via an OR circuit 13, a main control section 15 discriminates whether the information is the picture information or the character information, and when the information is the character information, the information quantity is discriminated to select a MODEM via a transmission control section 16. The transmission control section 16 has a fall-back function to confirm the training of the high speed MODEM of the opposite party, the characteristic of the transmission circuit at the high speed transmission is checked and the high speed MODEM 17 and the low speed MODEM 18 are selected according to the designation from a keyboard.
