PURPOSE:To obtain a heat storage element useful as a pocket heater, etc., having improved flexibility, having a granular heat storage material uniformly distributed into a carrier substance, by covering the circumference of a mixture of a heat storage material and the carrier substance with a specifically treated covering material and curing the carrier substance. CONSTITUTION:Firstly, a heat storage material 2 is blended with a carrier substance 3 to support it and the circumference of the mixture is covered with a covering material 4 to which a substance which can be bonded to the carrier substance 3 or chemically reacted with it is attached. Then, the carrier substance is cured preferably at <= the melting point of the heat storage material 2 and the carrier substance 3 is integrated with the covering material 4 to give a heat storage element 1. A material having improved stretchability is preferable as the covering material 4 and an elastomer such as silicone, etc., are preferable as the carrier substance. Use of the carrier substance 3 in a semicured state as the substance which can be bonded to the carrier substance 3 preferably makes bonding between the carrier substance and the covering material tough.
