PURPOSE:To improve the efficiency and the safety of a device by providing a heat source in at least one of rotating bodies and forming this rotating body with a member consisting of ceramics which radiate infrared rays having a wavelength within a specific range from the surface. CONSTITUTION:The surface temperature of a heat roll 13 is detected by a temperature sensor 17, and the current supplied to a heat source 132 provided in the heat roll 13 is controlled by a temperature control circuit. Thus, the roll itself is kept at a prescribed temperature. Since the heat roll 13 radiates about 60% heat energy as far infrared rays, a reflecting plate 18 is provided to cover the heat roll 13 for the purpose of reflecting these far infrared rays. Thus, the heating effect and the safety of the heat roll are improved and the cost is reduced because far infrared rays having >=2mum wavelength radiated from the heat roll 13 are scarcely absorbed by air and steam in air.
