PURPOSE:To execute the character code conversion which decreases the load of an operator and facilitates the extraction by referring to a reduced picture, identifying whether the designated character area is a vertical writing or a horizontal writing and converting it to the character code column. CONSTITUTION:The document picture on the paper surface is scanned, photoelectric-converted, and quantized by a scanning input device 12, and thereafter, the picture is stored into an original picture memory 13. A control device 11 transfers the document picture image of the memory 13 to a reducing picture generating circuit 14 together with the reducing ratio specified beforehand, generates the reduced picture and displays it at a displaying devide 15. When the displaying picture is referred to and based upon the position of the reading starting point and the completing point designated successively from a coordinate input device 16, the special character area of the original picture is inputted, a comparing circuit 17 decides whether the document is the horizontal writing or the vertical writing. Thus, a character recognizing device 18 executes the character squenting processing of the character of the character object area for one character unit, converts to the character code and supplies to a memory device 19.
