PURPOSE:To prevent a long waiting time of other terminal equipment due to the transmission of a long data by applying control that a transmission data is split at each terminal equipment and the transmission to each terminal equipment is applied alternately in the unit of transmission blocks when the transmission data to plural terminal equipments exist. CONSTITUTION:A control program of a communication control equipment 6 identifies whether or not one of processing terminal queues 11-13 has a transmission data 14, segments one block from the transmission data 14 when in existence to generate a transmission block 16, which is connected to a light queue 15. After the address of the said terminal equipment queue is revised to point out the next terminal equipment queue, the similar processing is applied to the next terminal equipment queue. As a result, when a transmission data exists in plural terminal equipment queues, the transmission data is connected laternately to the queue 15 by one transmission block each. Thus, the transmission is started to each terminal equipment by the waiting of a time sending at most one transmission block each to all terminal equipments.
