PURPOSE:To improve precision with a simple constitution by repeating a redivision process until the segmenting points of all of the division areas are decided, and deciding a character segmenting position based on the decided segmenting point of each division area and a division line in a horizontal direction. CONSTITUTION:A control circuit 312 switches a switching circuit 309 to a pattern histogram memory 308, and starts up a block detection circuit 311 regarding a detected sun spot histogram, then detecting a block. When the block is detected, the intermediate point of adjacent blocks is found, and it is set as the segmenting point. When plural segmenting points are detected in one division area, the segmenting point nearest to the center position of a character circumscribing frame in the horizontal direction is set as the segmenting point. When the segmenting points at an upper and a lower division areas are decided respectively, the segmenting position is decided with each segmenting point. After all of the segmenting points at the division areas have been detected, the character segmenting position is set with each segmenting point and the horizontal division line. Thus, since the character circumscribing frame is divided in the horizontal direction and the sun spot histogram is generated, and the segmenting position is decided at every division area, a character segmenting can be performed in a rapid process time.
