PURPOSE:To obtain a stable reproducing picture by correcting a time base fluctuation of a reproducing signal, thereafter, inserting a fixed pattern signal having an original form being generated in the titled device in a position where the fixed pattern has to be placed, and outputting a video signal to a standardization. CONSTITUTION:A time base fluctuation correction circuit 11 corrects the time base fluctuation of the reproducing signal. A fixed pattern signal generating circuit 24 generates all or a part of the plural fixed pattern signal. A multiplexer 25 makes the output of the circuit 11 and the output of the circuit 24 inputs, selects one of them and outputs. A change over control circuit 26 selects the fixed pattern signal to be outputted in the circuit 24 and controls the multiplexer 25 in such a manner that the signal obtained by inserting the signal generated in the circuit 24 in all or a part of a period in which the original fixed pattern signal in the reproducing signal after the correction of the time base fluctuation is to be situated is outputted. Thereby, the video signal to the standardization is outputted and the stable reproducing signal can be obtained.
