PURPOSE:To process various pictures while using binarization picture data by restoring an M-coded half tone picture from an N-coded picture and making the restored half tone picture N'-coded. CONSTITUTION:The number of white picture elements of a dither picture in an aperture is counted in the largest aperture G, the white picture elements of the same number as the dither picture are filled sequentially from a low threshold and black picture elements are filled in remaining parts to form a density pattern. Whether the formed density pattern coincides with the pattern of the dither picture or not is decided, and when they do not coincide, a dither matrix F of a large size is compared with the dither picture to obtain the density pattern. When both the patterns coincide, the number of the white picture elements in the aperture to which a gain is applied is considered to be a half tone estimate. Thereby, from the binarization or a ternary coded picture, the half tone picture can be restored, accordingly, not only a recorder of the binarization picture data but also a recorder of qua ternary coded picture data or the like can be used.
