PURPOSE:To facilitate the loading of the newest program on a sub-system risen newly without the provision of a centralized program loading management equipment by providing the sub-system for program development and edition. CONSTITUTION:A program development terminal 30 is connected to an information processing unit 15 among the units 11-15 connected to a transmission loop 1 to constitute a program development sub-system. Further, a terminal 14 fetches and edits a newly developed program given to the loop 1 to constitute a program edition sub-system storing the result in a disc 20. When the unit 12 is risen newly as the sub-system, a sub-system rising message is sent to the loop 1. Thus, the newest program developed by the development sub-system is loaded on the unit 12 via the edition sub-system and a communication controller 2. That is, no centralized program loading management device is required and the newest program is loaded easily on the sub-system risen newly.
