PURPOSE:To reduce the time for exchanging work rolls and to improve the safety by disposing shears to cut a steel strip in the transverse direction to at least one point between stands. CONSTITUTION:The shear 16 is provided to the inlet side of the 1st stand S1 of a tandem rolling mill 14 having a welding machine 12 for connecting the steel strip 10 on the inlet side. The shears 161-16n are disposed between the respective stands S1-Sn. The steel strip 10 is cut by the shear 16n-2 just before the (n-1)st stand, the preceding strip is removed and the work rolls are exchanged in the case of exchanging the work rolls of the (n-1)st stand. The roll exchange is executed simply by removing the preceding strip from the (n-1)st sand and passing the strip through the subsequent stands Sn-1 and Sn after the exchange of the work rolls according to the above-mentioned method. The time for exchanging the work rolls is thus reduced and the safety is improved.
