PURPOSE:To make the change of transmittance of light large by impressing a voltage between both electrodes of the titled element contacting it with an electrolyte, said element being constituted by laminating an oxidative coloring layer, an ion donator layer and a reductive coloring layer between the two electrodes. CONSTITUTION:The oxidative coloring layer 4 is formed by an electron beam method (EB method). The ion donator layer 5 is formed on the surface of the oxidative coloring layer 4 by an ion plating method. And then, the reductive coloring layer 6 is formed on the surface of the ion donator layer 5 by the EB method. And an electrolyte 31 is poured in the electrode vessel 32 of the reforming treatment apparatssto dip the electrochromic element (ECD) 1 in said electrolyte. The voltage having a rectangular wave coming from the voltage impression apparatus 33 is impressed to the ECD 1, thereby coloring and decoloring the ECD 1. Thus, the titled element having a large change of transmittance of light, and capable of driving at a low voltage and having a good responsibility of the coloring and decoloring is easily obtd.
