PURPOSE:To permit both excavation and stirring to be attained with the same apparatus by a method in which the ground is excavated while turning a rotary tool at low speeds, the rotary tool is removed out, and while a soil stabilizer is jetted, the same rotary tool is turned at high speeds and penetrated into the ground. CONSTITUTION:A driver mechanism 8 is operated to turn a rotary shaft 16 at low speeds, and a rotary excavator 24 is lowered under the ground's surface and excavation is made to a given depth. A rotary tool 20 is wholly pulled up to the ground's surface,the shaft 16 is turned at high speeds, and while a soil stabilizer is jetted from a nozzle provided in a stirring blade 26, the blade 26 is lowered into the ground. The excavated soil and the soil stabilizer the mixed with stirring to improve the ground. Since the ground is already excavated even when the blade 26 is turned at high speeds, the resistance of the blade 26 is reduced.
