PURPOSE:To stably and properly obtain the identified results of a picture with a half tone area by deciding the entire picture tone based on the outputs of two types of picture tone identifying means. CONSTITUTION:The 2nd identifying circuit 5 takes out the difference between a picture element data concerned Po and a smoothing data Ps, and decides the case where the absolute value of the difference is lower than the prescribed value to be a photo picture. When the 2nd identifying circuit 5 decides the given data to be a photo picture, the 1st identifying circuit 4 is driven, and a switch S is forcibly switched to the side of a dither circuit 2, thereby taking out a dither binarization signal. If the given data is a character or a line picture, the absolute value obtained by the 2nd identifying circuit 5 exceeds the prescribed threshold, and therefore the switch S is connected to the side of a binarization circuit 3 in the same way as before, thereby taking out a high resolution binarization signal.
