PURPOSE:To improve the quality of an oil through the atomization of oil molecules and reduction of impurities into minute pieces, by mounting a magnetism generating device having a particular structure on the bottom of an oil storage tank made of iron and a large-size permanent magnet on the internal wall thereof for magnetization and bringing a fuel oil into contact with the device and the magnet for a particular period of time. CONSTITUTION:A plurality of disk-shaped permanent magnets having a flux density of 4000 G or more are adsorbed to each other in sets of two to form set magnets 13. The set magnets are arranged at predetermined intervals so that the pole surfaces of the set magnets repel each other. A non-magnetic tube 17 is fixed to the central portion thereof by inserting and passing the non-magnetic tube through the central portion thereof to form groups of magnets 19. A plurality of groups of magnets are fixed with the both ends of a supporting material 20 in which a number of oil passages 22 are formed, thereby forming a magnetism generating device M. A plurality of sets of magnetism generating devices M are mounted on the bottom of a oil storage tank 24 made of iron while a plurality of large-size permanent magnet 27 having a flux density of 6000 G or more is mounted on the internal wall of the tank for magnetization. A fuel oil is poured into the tank and is brought into contact with the magnetism generating device M and the large-size permanent magnet 27 at room temp. or with heating for 3hr or more. The synergistic action of magnetism from the device M, magnet 27, and tank 24 atomizes molecules of the fuel oil and simultaneously reduces agglomerated impurities into minute species, thereby improving the quality of the fuel oil.
