PURPOSE:To shorten blanks between lines, etc., so that a receiver can understand a document by sending out only a specific number of scanning lines as effective scanning lines in generation order together with other effective scanning lines when scanning lines decided as ineffective scanning lines more than the specific number are generated successively. CONSTITUTION:A thinning-out processing part 2 sends a write instruction on a loop line memory 1 to write a picture element signal DA corresponding to L scanning lines, and detects and counts picture element signals of white on every scanning line. When the number of picture element signals of white is smaller than the number (a) of reference colors, it is decided that the scanning line is an ineffective scanning line to specify ineffective scanning lines 1-N in an ineffective scanning line group as scanning lines to be extracted (sent out) and scanning lines N+1-M+i as scanning lines to be thinned out.
