PURPOSE:To attain the control of line connection and line blocking by a network control unit through the result of detection and a command from a control panel by providing the network control unit applying connection/blocking to a terminal equipment to be connected and a line and a control signal transmission/reception circuit. CONSTITUTION:In a control panel 6, assuming a switch 61 designating the connection party as A, then a connection line designation switch 62 designates the line and a line connection instruction designation switch 63 is depressed, a telephone number of the line of the opposite device A is read, a connection/ block control section 5 starts the network control units 21-23 sequentially to apply line connection. When a control signal transmission/reception circuit of the opposite device A confirms an incoming call, since a reception signal is generated, the control signal transmission/reception circuit 4 receives the received signal, and when it is confirmed by the connection/block control section 5, the line of a terminal 11 in the network control unit 21 and a conference terminal equipment of a terminal 31 are connected after 10sec and the connection of the line 1 is finished.
