PURPOSE:To obtain the actual voltage with effective value by detecting the voltage between electrodes including the induction part, by removing the induction part therefrom with a filter and by inputting it to an effective value compluting element further. CONSTITUTION:The output of the induced voltage detector (Rogowskii coil) 5 with detects an induced voltage is amplified in the prescribed multiplying factor by an amplifier 8. The voltage between electrodes from which the induction part is removed is obtd. by inputting the output of this amplifier 8 and the output of the voltage detector 6 between electrodes to a filter (adder) 9. Moreover, by inputting this voltage between electrodes to an effective value computing element 10 an actual effective value voltage is obtainable.
